The right hip joint is ok to perform THR and the left joint is OK for TPO at this moment by viewing the x-ray you posted.
I recommend you try to rule out any right knee problem before decide to perform hip surgery.

How can I determine if there is any problem with his right knee? I have asked the vet about that before but he said the knee was ok. However, he didn't take any x-ray on the right knee. Is it possible for the vet to assure the knee is ok without taking x-ray.

I have pressed his knee and found no painful for him. Does it mean the knee is ok?

Moreover, I would like to know is it too old for my dog to take TPO as he is 12 months now. I know it would be better to do this surgery before 10 months. The success of TPO depends on the growth of the dog after the surgery. If my dog is already 12 months and no more growth may happen, then will the improvement not be so good? Am I correct?

There is no really time limit for TPO. It all depends on the condition of the hip(joint). Please go back to read the article I wrote on this website.
I can't tell you anything wrong on the knee or not by this way. I just suspect from x-ray and the way you said his standing status.
You won't determine your dog has knee problem or not by yourself. You should ask the doctor examined your dog or the doctor will do the surgery on your dog to rule out all other possibilities before perform hip surgery.
