By viewing the x-ray you posted here, I only can tell you that your dog doesn't have significant CHD problem at this young age(I don't know there is any joint laxity or not by just viewing the x-ray. I can't viewed the knee very well due to the poor x-ray quality.
By viewing the video, I have to say your dog has hock joint problem, not the knee. Of course I didn't examine your dog directly, so I don't want to say I am right 100%. I believe your dog has hyperextension hock joint problem which is possible due to the weakness of the anterior(cranial) tendons, joint capsule or tight-up Achilli tendon. I really have to check it by myself before I can give you a conclusive answer.
You can increase your dog's daily exercise and exposure to more sunshine to help these tendons and soft tissue. You have to prevent injury due to over-exercise especially the tendons/soft tissue are not strong enough at this moment.
